I am writing to register my concern over the issue of time spent at boarder posts by travellers. Is there not a way of increasing tax collection counters and reducing the time people spend at the boarder? I think in some cases innocent people get really disadvantaged with the process. A work study to review the process altogether could help come up with a faster process that still results in tax being collected.

Dear our dear brother Tendai (Hon. Minister of Finance)

I started this discussion and really want to thank my brothers and sisters for all the input. My concern however is that the Beit Bridge Boader post has not improved. It is still chaotic, people spend forever there and the procedures are still confusing. My message to the Minister of Finance is PLEASE LISTEN or there is no point coming to this site.

We are not amused at spending 4 - 6 hours at the boarder. A work study must be carried out as a matter of urgency on how long it takes to do tasks and appropriately staff the boarder. Secondly a reorganisation of how buses, pedestrians, private vehicles and trucks pass through the boarder is needed. Finally do not be penny wise pound foolish. It is better to move people fast and collect little than aim to collect much frustrating people. The result is corruption and the country gets nothing.

It is also time you secretly introduce lifestyle audits for ZIMRA officers but do service level agreements that reward them for doing a good job. That way they will not be tempted to continue the corrupt route. After 2 hours waiting most people will bribe their way through. Do not blame people, sort the system. I think we have shouted enough and if you CARE, go through the suggestions on this forum and you will turn around that place and collect lots of money. I personally have lots of confidence in you but confidence fades if things do not change. You are one of the best finance ministers we have had yet Beit Bridge seems to be really out of your control. PLEASE HELP.

Customs tarrifs on imported Motor Vehicles into Zimbabwe should be transparent and its calculation should be easily accessible by members of the public there are generalized rates in the new budget: be specific to avoid corruption. I am sure since such duty is unclear to members of the public, corruption is encouraged and officers at Beitbridge are collecting more than they are suppose to and pocketing the rest. Zimra website should show and give a guideline on customs duty and other taxes payable on each catagory of motor vehicle be "luxuary" or commercial vehicle. Most of us are happy to contribute to the re-built of our country but corruption and poor administration is enough to discourage us. Ministry of Finance should at least set realistic goals and stop asking Zimbabwean citizens abroad to return yet their policies and taxation method lacks insight and can only make it impossible, right now transport system is still very poor but heavy duty is leavied on Motor Vehicles. Economic growth comes from effective transport system. Rethink on such issues and stop being too ambitious ...

I think the biggest problem is that the employer (Gov) doesnt care about its people and the revenue they lose due to corrupt acts. You are rest assured that you will spend at least 4 hours at the border and another R400 to pay an officer to let you go early. This means that even if I am carrying goods to a value of R200000-00 in my trailer, they will cross in with a mere R400 thereby reducing the revenue collected by the Government. I agree with automation via electronic banking seeing that Zim in now on multi-currency. We can pay all our standard fees and proceed direct to the border, produce proof of payment and proceed. only those paying duty should be quing for valuation at the border.
The other way would just be to say every small car pays a total of X-amount rands (this including carbon tax, TIP, RAF, 3rd Party). This means that we would have made 4 counters available instaed of one per service.
Lets all contribute to the development of our nation and come up with working solutions.

I think it is still a public secret that ZIMRA officials deprive the country of revenue, by diverting it to themselves and there does not seem to be much done about it.

We have not much confidence in officers who presided over the system in the last few years, and unless they are re trained, and they pass normal honesty tests, we cannot entrust the country's revenue collections in their hands.Their lifestyles still do not justify the salaries they get, and if they spend most of their time at work, it shows that they are getting a lot of money from bribes/extortion etc.

Valuation of vehicles, still remains very subjective, there is no arbitration if an importer[Zimbabwean Citizen], does not agree with the valuation put by the Zimra officials.

Working closely with the Ministry I think use of ICTs will really help by automating some of these operations.For instance the clients can download some of the forms from the internet and fill them before they get to the border postthen just pay online.Then they have to show proof of payment.

Its so disheartening to note with this inclusive gvt is now warming up.You are no longer updating your site especially this week you recieved the SDR from IMF and it has been reportedly deposited with the RBZ.Its so worrisome when its not highlighted anywhere near your website on the IMFs website the amount disbursed  is actually there .

As treasury what are your comments we had that Hon T Biti was saying the loan is unaffordable and it seems to be almost a third of this year's budget

I think the way the Beitbridge ZIMRA offices is laid out is just to frustrate travellers and make sure they end up bending to corruption. The ZIMRA general-commissioner designed it in such a way that it is part of the motivation package for his staff. Confusing and initimidating travellers is their simple strategy.Even the current minister seem to be succumbing as well.There are officials who only do corrupt transactions only and if you are not corrupt they do not attend to you. The duty valuation methodologies are subjective and open to abuse by officers who can either lower the duty or up it depending on whether you are are willing to kick back or not.This is moreso in the valuation of motor vehicles. The way forward:-

1) Lets have turn around times that are adhered to all the time

2) Arrest and jail errand ZIMRA officials and their accomplices

3) Put CCTV to monitor officers

4) Put queque commissioners in the hall

5) Simplify the duty valuation process, methodology & make it as transparent as possible for the public. We fail to budget because the valuation methods are manipulated hence corrupt in themself.

A good example is the customs/ZIMRA section at Beit Bridge border post, where travelers spend any hours before they are allowed to proceed. It took me about an hour to get a tax assessment done with only 4 people ahead of me in the queue, after being intially directed to a wrong counter by one of the officials. I then had to wait for another hour in a seperate queue just to pay my duty. From there I had to go through the pain of off loading my vehicle for a ZIMRA inspection, after which I had to reload it myself, a process that I would go through again and again in the 'unfortunate' cases that I meet with other ZIMRA officials at the police road blocks on my way home!

My suggestions are for the department to come up with;
    i) an efficient tax collection process that is taught to the officials before thay are allowed to serve the public.
  ii) Introduce service level agreements and ensure that they are being enforced. These agreements will have turn  
      around times that will ensure some order, as it is through the disorder and frustration that law abiding citizens 
       may be tempted to pay their way through and prejudice the goverment of the much needed revenue.
 iii) Correct the attitude of the officials
