Zimbabwe Debt Sustainability Analysis

This paper attempts to ascertain whether the current fiscal policy in Zimbabwe satisfies the inter-temporal borrowing constraint and propose policy prescriptions for the country. For purposes of assessing sustainability, the paper applied recent empirical tests of sustainability proposed in the literature that pay special attention to integration orders of deficit and debt processes and the existence of co-integration relationships between government revenues and expenditures for the period 1980 to 2007.

The Government of Zimbabwe, on 16 November 2010, approved the Zimbabwe Accelerated Arrears, Debt and Development Strategy (ZAADS) whose main objective is to facilitate reengagement of all creditors and the international community on arrears clearance, a comprehensive debt relief programme and mobilizing new financing.

As part of the implementation of ZAADS, significant progress has already been made in setting up and operationalising the Zimbabwe Aid & Debt Management Office (ZADMO) which will coordinate the implementation of the debt strategy. The ZADMO is in the process of validating public and publicly guaranteed debt database with the assistance from Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI).
